Magic Kingdom because it has so many attractions that you will be able to enjoy together as a family!
Cast Members are always available to help you ensure that you and your little one are enjoying attractions safely. In my experience with my kids, we were able to enjoy attractions when they were little with them sitting next to us or they could sit on our laps for many attractions to help them see better. If you have any questions, be sure to ask a Cast Member at the attraction you are visiting to ensure you can safely enjoy that attraction.
