Are there any rides that do not allow a person with a waterproof cast on their leg to ride? Are they still allowed on the attractions in the water park(s) also?

Hello, Dina!  Welcome to the Moms Panel!

First, I am so sorry to hear that you or somebody else in your party will be visiting Walt Disney World in a cast. I am sure that was not in your plans.  No worries!  Disney always wants to make sure that all their guests are having a great time no matter what situation their in.  You should not have any problems with a leg cast as long as it is compatible with the restrictions of an attraction.  Cast Members will need to make a judgement call based on how the leg will fit within a ride.  A guest's safety is their number one concern. Arm casts are much more flexible as far as not posing too much of a problem, but many of the rides offer lots of leg room.  You should be fine at the water parks due to the fact that that the cast we are speaking of is waterproof.
