I have been visiting the restaurants at Walt Disney World Resort for forty years and I have never come across one that excludes non-Disney Vacation Club (DVC) members. If you are not a DVC member, you can book advance dining reservations with full assurance that you are welcome to dine at any restaurant at Walt Disney World Resort.
You may have heard that there are a few DVC member-exclusive events at Walt Disney World Resort. For instance, there are evenings at Disney's Typhoon Lagoon or at one of the Disney theme parks called
Moonlight Magic. Moonlight Magic is a celebration that provides Disney Vacation Members with special access to the parks after normal hours.
There is also a lounge atop
Bay Lake Tower at Disney's Contemporary Resort that is reserved for DVC members. The Top of the World Lounge is a popular gathering space among Disney Vacation Club members who are looking to enjoy cocktails and snacks as they watch fireworks above Cinderella Castle.
DVC members visiting Epcot can spend some time on the top floor of the Imagination! Pavilion resting and charging their electronic devices in an exclusive lounge there. There is no restaurant in this location though.
