Having visited the Disneyland Resort with members of my family who have needed an electric conveyance vehicle (ECV), I'm happy to share that you do have plenty of options for rentals and that the parks are very accommodating and accessible!
The
Disneyland Resort offers ECV and manual wheelchair rentals just outside the theme parks - east of the Disneyland Park main entrance gate. Note that these may not be reserved and are available on a first-come, first-served basis, so if you're planning on utilizing one of these then I would suggest arriving early! There are a limited number of ECVs available and I have seen instances where they've run out of them - especially closer to the end of the day.
Alternatively, if you're staying at a Disneyland Resort Hotel then you can reserve an ECV through the Disney Feature Provider, ScooterBug, which you can find more information about on the ECV rental page I linked above. With this option, you'll set up your rental through them and can even set up a length-of-stay rental for your ECV.
