Thanks for your question, I love helping other "Moms" plan their Disney Cruise vacations!
Both of your children will have unlimited access to the events and activities in both the
Oceaneers Club Oceaneers Lab and
(the lab will probably have more appealing activities for this age group). While some activities are recommended for certain ages, participation is based on a child's interest level and maturity—not age (so your 13 year old will have no problem sticking with your 10 year old).
Aloft is restricted for children ages 13-17, and from one Mom to another I think it's wise to stick to this recommendation. Although every child is different, personally I think there is a wide maturity gap between a 13 and 17 year old, so I don't think I would be all that comfortable allowing my 10 year old hang out with the older teens. I think that DCL has recognized that many feel the same because they have broken out another age group on the Disney Magic and Disney Dream exclusively for 11-13 year olds. So you'll have to re-book once onboard to take advantage of this new option!
The Out and About series is one of the themed offerings that is part of the youth programming. This series is recommended for kids ages 10-12 (but your 13 year old would be welcomed), and consist of activities that take place outside of the designated youth activity spaces. These typically are very active events such as Dodgeball Extreme, Basketball Shoot Outs, Relays, Sports, Karaoke etc.
