You sound like you have found the perfect item for form and function; This is the way! While there is nothing that explicitly prohibits tactical vests, it will be up to the Cast Members' discretion if it is deemed appropriate. The
policy indicates that “clothing with multiple layers is subject to search upon entry,” so you may be asked to have your vest searched. I recommend giving yourself a little extra time to go through security and to have a backup plan in case you have to return your vest to your car or hotel.
In regard to your second question, we can tap into some clear guidelines for costumes.
Park guidelines state that costumes may not be worn by guests 14 years of age or older. To help get in the Disney spirit, lots of guests like to do “Disney Bounding.” This is where you style your everyday clothes with a couple of pieces that help you look like a Disney character, without dressing in a full costume. The Disney Parks Blog gives some clear guidelines specifically on
Star Wars Bounding that you may find helpful. When bounding, it's important to incorporate regular clothes and to avoid masks or long capes that drag.
