As a military spouse, I have been able to take advantage of the
Disney Military Promotional Tickets quite a few times. The tickets do not all need to be linked to the military member's Disneyland account or Disneyland app. However, the military member or spouse who purchased the tickets will need to be present with their military ID for verification the first time the tickets are used and scanned into the park.
For your second question, you can add the other party to your account easily on the Disneyland app. I have my friend's family's military tickets also added to my Disneyland account since we visit the parks frequently together. It's not necessary but makes it easier for us to grab Lightning Lane selections at the same time if we purchase Disney Genie+. The only issue you may run into is if both your parties combined are over 10 Guests. I believe 10 is the limit on how many tickets/passes you can have on one account at a time. If you are over 10, that's okay since making selections for Disney Genie+ is really the only benefit for that. I have visited and used Disney Genie+ with another friend who I did not have linked with me and we were able to get the same times without issue. You can make dining reservations without having everyone linked to your account.
Just as a reminder, currently theme park ticket reservations are required for entry, so make sure that both parties have reservations for your starting park. At 1:00 p.m., you can park hop over to the other park.
