I understand your concern, and I'm here to help. I've personally used battery-powered personal fan devices without any issues inside the theme parks. Additionally, I always carry a cooling towel, as they are incredibly convenient, easy to carry, and effectively keep my family cool throughout the day.
When it comes to the Walt Disney World Resort Property Rules about bringing a portable misting system, there's no specific regulation against it. However, keep in mind that larger bags, coolers, or backpacks are not allowed if they're bigger than 24" long x 15" wide x 18" high. Also, loose or dry ice is a no-go, but reusable ice packs are totally fine.
If your backpack is smaller and doesn't have dry ice, you might be good to go, but it's ultimately up to the security agents at the gates. They might ask you to empty any water, but you can refill it once you're through security.
