The scenario you are talking about is definitely one that has made me re-evaluate my itinerary before, so I understand entirely. As you mentioned, if a Theme Park were to reach its maximum capacity, then Guests without
Disney Park Pass Reservations for that Theme Park would not be allowed entry (even if they had a valid park hopper ticket and a
dining reservation). As someone who has visited Walt Disney World Resort often and often park-hops to dine at different Theme Parks, I have never seen a Theme Park reach capacity. I have heard this has happened during holidays like Christmas Day and New Year’s Eve, but it is infrequent. If you are worried about it, you can call 407-560-5000 a little before the cancellation window for your dining reservation. If the Theme Park is at capacity, you can double-check through this and cancel your reservation before you are charged any cancellation fees.
