If we purchase a dining plan with table service, can we use these credits for counter service on days that we do not want to make a reservation?

Hello Suzanne.  Thanks for asking your question at the Disney Parks Moms Panel.  In the past, there was some flexibility with regards to being able to exchange Table Service or Quick Service meals for snacks. However, with the 2013 Disney Dining Plan, the rules specifically state that this can not be done, and a Table Service credit must be used for exactly that.  You might consider choosing the Quick Service Dining Plan and paying out of pocket if you decide to dine at a Table Service location.  This would be a better option for you if you think you might only dine at a Table Service location a couple of times.  For a list of all participating restaurants and FAQ's for the 2013 Disney Dining Plan, please click the link.

I hope this clarifies things for you, and if you have any more questions while planning your Walt Disney World vacation, please don't hesitate to ask me.  Have a magical day!
