Yes, you may buy your Park Hoppers one at a time. To link a ticket to My Disney Experience on the app, hit Tickets and Passes on the top left. The plus sign will take you to a screen where you may enter or scan the id code. The process through a browser on your laptop or desktop is similar. Click on My Plans on the My Disney Experience drop down menu, choose the park tickets icon, select link tickets to enter the id number, and voila, your tickets your good to go.

Once your tickets are linked, check the Park Availability Calendar and book Disney Park Pass Reservations. Currently admission and reservations are required to enter a theme park.

Also check the Special Offers, Deals, and Discounts offered at Walt Disney World to see if one will help your budget.

Buying Disney Gift Cards is another way to spread out your spending. Each week you can purchase a set amount online or from a store until you have enough to pay for all your tickets, then apply the cards to your passes. This is also a good way to save money for dining and souvenirs; sometimes you may even find these cards at a discount.
