Hi there Robert, it's great to have you here at planDisney!

As someone who planned a perfect surprise Disney proposal (and was also proposed to here at the Most Magical Place on Earth), I spent a lot of time researching what is and isn't possible at the theme parks - especially when it comes to incorporating Characters in the engagement. I'm thrilled to be able to help you pop the question at Walt Disney World Resort as well as some other alternative options to your plans that still incorporate Ursula, so let's dive right in!

At the current time, Disney's Weddings and Honeymoons does not coordinate or plan proposals for couples, but does provide some engagement inspiration as well as ideas for those who might prefer a more villainous matrimonial moment. (While there may be a possibility for folks with a lot of room in their budgets to plan special milestone moments through Disney Meetings & Events where Characters may appear, these are subject to availability and from personal experience and you may need to be prepared to pay a price similar to the cost of planning an entire wedding event!)

There currently aren't any scheduled Character Experiences at any of the theme parks where guests can meet or interact with Ursula, and it's important to note that there are often strict policies in place regarding what they can or can't hold - including items such as engagement rings. You may have a better chance of spotting more villains lurking about during Mickey's Not-So-Scary Halloween Party this year, but it's always a good idea to check with any Character Attendants helping them out first to ask them about your plans to propose. (Alternatively, I did notice quite a few fellow guests dressed as Ursula for these parties and this could be an opportunity to have someone dressed in appropriately Ursula-inspired costume attire and hand you the ring instead.)

Another option might be to choose to propose in front of the impressive Disney Audio-Animatronic version of Ursula found at Under the Sea - Journey of The Little Mermaid in Magic Kingdom Park. While this Disney Audio-Animatronic won't be able to hand you the ring, you do get to enjoy a good amount of time listening to her sing which could be the perfect time to pop the question as you slowly drift along past her in your private clamshell.

There is also a larger-than-life statue of Ursula found at Disney's Art of Animation Resort, appropriately located in the section dedicated to The Little Mermaid. This might be a special place to head after an outdoor stroll following a ride on the Disney Skyliner, and I personally find that you can get a little more creative with proposal plans outside of the theme parks when you stay at the Disney Resort Hotels.
