I have pre-ordered photo pass online. Can I upgrade to the photopass+ at the parks or do I need to do that before my trip? I have read 2 different answers and want to make sure I can still access this if I wait until we get there.

Hi Laureen!  I am sorry that there has been some confusion about this.  There usually is when something brand new becomes available!

I found the Disney PhotoPass page on Facebook to be a great source of information.  This is what it had in the Frequently Asked Questions:

        Q. Can I pre-order PhotoPass+?

        R.      At this time PhotoPass+ will only be available for purchase at the PhotoPass View Stations located   throughout Walt Disney World and is not available online or for pre-purchase.

You can still pre-order the regular PhotoPass, and then upgrade once you arrive.

I hope this helps, and again, I am sorry about the confusion!
