In the past, I have experienced similar website issues as you seem to be having. Something that has worked for me is to use either a "private" or "incognito" window to open the website. If you have tried this and it is still not working, your best bet will be to either call Disney's website support at (407) 939-4357 and have them troubleshoot with you or
call Disney dining at (407) 939-1947 and see if they can offer some assistance. The good news is that even if these issues do not get resolved prior to your visit, you can order when you arrive for your meal and that is a great option when there are circumstances that are out of your control like this!
