To help me answer your question, I referenced
Disneyland's policies on attire. The policy states that guests 14 years or older may not wear costumes in the theme parks. I know that may be disappointing news, but I do have some alternative options.
Disney Bounding: If you're all committed to getting some photos in the park, you can try Disney bounding!
Disney bounding is where you style your regular clothes with accessories to resemble your favorite Disney character. Your daughter could style an outfit so she looks similar to Princess Tiana without wearing a Tiana dress.
A cute accessory and some ears can go a long way! You could get some
wonderful photos by Tiana’s Bayou Adventure in the late afternoon. The Golden Hour sunlight against the greenery of the mountain would be stunning.
Pictures at the hotel: If you're set on doing a photo in the dress, you could head over to one of the hotels. I spoke to a Cast Member and confirmed that there are currently no costume restrictions at the hotel. There are some fantastic photo locations at the Disneyland Hotel gardens or the courtyard at the Grand Californian. This might be a more manageable option since you won’t have to maneuver in a dress in the parks.
