Indeed, after nearly 20 years running,
IllumiNations: Reflections of Earth will be ending in the second half of 2019. That said, the show is currently planned to run through the end of summer 2019. Therefore, you might be able to catch it next August after all.
You may have a chance to view the nighttime spectacular from
Disney's Beach Club Resort. However, you will likely experience obstructed views. Some Guests find a spot on the bridge that connects over to Disney's BoardWalk Inn. Yet, over the past years the trees have grown so much in this area that it only offers partial views of the upper level fireworks and lasers. If you choose to see them from your Resort hotel, you will miss a great deal of the pyrotechnics, music, and choreography of the Epcot fireworks. In order to avoid any disappointment on your part, I would recommend viewing the spectacular inside Epcot.
The above being said, even if Illuminations: Reflections of Earth is no longer showing when you arrive on-property, you might be able to see the limited-time experience
"Epcot Forever" instead. This is an interim fireworks spectacular which will delight Guests in fall of 2019, just prior to when the yet unnamed new fireworks show debuts at Epcot later next year. So, to answer your question, you will indeed be able to watch Epcot fireworks next August, regardless of whether Illuminations: Reflections of Earth is showing or not.
