I wish upon a star that I could give you a concrete answer about how busy the Theme Parks are, but to be perfectly honest, there's no real science to it. There are so many factors influencing why Guests might choose a specific park on a specific day, and that might change from week to week.
Regarding
Park Pass Reservations, once you use an existing reservation to enter a Theme Park (with valid admission such as a Ticket or Annual Pass), you are not able to change your reservation to a different Theme Park. However, if you have
not used your reservation that day (i.e., you have not entered a Theme Park), and there are Park Pass Reservations available for a different Theme Park, you can cancel your original Park Pass Reservation and make a new one for another available Theme Park.
My advice would simply be to add the Park Hopper Option to your Theme Park Tickets. You will still make a Park Pass Reservation for the Theme Park you want to start your day at, but after 2 p.m. you'll have the ability to hop over to any other available Theme Park. In rare instances, park-hopping may be limited due to capacity, but I've only seen this occur on some major holidays or during special events, and Guests are notified via the My Disney Experience Mobile App. With the Park Hopper option, even if the Theme Park you have a Park Pass Reservation for is busier than you would like in the morning, you'll be able to head somewhere else for the afternoon, giving you some extra flexibility. A good tip for getting a sense of how busy a different park is - look at wait times for attractions in other parks in the My Disney Experience Mobile App. Lower wait times likely indicate lower attendance at that park!
