    We are planning a trip to WDW Feb 16-22, 2012. I see a lot of past discussion on the board (1-3 years old) noting that is a pretty busy time. Is that the case? What is the definition of "busy" during that time? What are wait times like for rides,

    This is a great question.

    I suggest visiting the independent website TouringPlans.com.  That is the website for the research team behind the tour book "The Unofficial Guide to Walt Disney World".  They are famous in the Disney fan community for producing a crowd calendar that predicts the crowd levels in each park on each day for the upcoming year.  That's exactly the information you are looking for as you can compare the predicted crowd levels, and wait times, in February with other times of the year.  Their predictions are based on a lot of math and years of data collection.  As an engineer, I am a huge fan of their work.

    That said, I will tell you that my family usually makes a trip to Walt Disney World at that time every February.  It's less crowded than the major holidays like Christmas, Thanksgiving, and Easter and the weather is much nicer than the summer.  We always have a great time!
