Hello, I am planning my trip and don't intend to go to the water parks while we are there. As a guest of a Disney Resort are we welcome to explore the pools at other hotels or is that not allowed?

All WDW resort pool entrances clearly post that their pool is for guests of that resort only. There are a few exceptions which include:

Guests that are eligible to pool hop (with a few exceptions including Stormalong Bay at the Yacht and Beach Club, Bay Lake Tower and Kidani Village) are Disney Vacation Club Members. Even for DVC Members there are restrictions on the time of year that they can use pools at resorts other than the one in which they are currently staying.

Of course, if your resort pool is being renovated, you'll be given pool privileges at a nearby resort.

Also note that Port Orleans Riverside and Port Orleans French Quarter are "sister" resorts and allow guests to use all facilities (including pools) at both resorts. They are convenient situated just a short walk from each other or a fun boat ride on the Sassagoula River.
