    We are planning on MK 12/31( DS 8th bday)& want to do Chef Mickey dinner. Seeing as this is a busy time of yr and am sure parks hit capacity quickly would it be safer to do Crystal Palace so as not to have to leave the park & do CM another day.

    You're absolutely right!  New Year's Eve is extremely busy at Walt Disney World, and once I got into a park, I would stay there.  I think it's a smart idea to make reservations at Crystal Palace that evening and save Chef Mickey's for another night.  The birthday boy will get two celebrations, and you won't have to gamble with the prospect of not being able to get back into the park.
