Yes, in any port, Guests can absolutely disembark without any
Port Adventures booked. In this case, however, there is a BUT….because Key West recently enacted laws to limit cruise travel to its city. I wouldn’t worry about any of this right now because I totally anticipate that it will all get sorted out before your April 2022 sailing.
If at any point you change your mind, you can still check the available
Port Adventures for Key West or even stop by the
Port Adventures desk on the Disney Magic (Deck 3, Midship). Knowing how much Key West has to offer, I’d say you could just set out to explore the city on your own and have an absolutely grand time.
