In the past, I was able to ride the shuttle in one of the
parking areas without keeping a car there. However, transportation for Guests who aren't parking is not guaranteed, and the final decision resides with the Cast Members there. I suggest checking with your hotel to see if they offer a free shuttle, as most do if they aren't within walking distance.
Personally, I prefer walking to the theme parks, even when staying at a Good Neighbor Hotel. I like having the freedom to come and go without having to wait for transportation. However, I know this may be more challenging for Guests with young kids or those with mobility challenges.
You could also review the
Riding the Bus to the Disneyland Resort page on the Disneyland website, as it offers some suggestions for getting to the parks. Since Anaheim Regional Transportation (ART) services ended this year, there are fewer transportation options, unfortunately. The Orange County Transportation Authority does offer a local bus service that may work for you, or you could use a ride-share service.
