Oh my goodness. It feels like forever since I've enjoyed an afternoon sipping tea at 
Disney's Grand Floridian Resort & Spa. Like you, I've been waiting and wishing on a star for both 
1900 Park Fare and the 
Garden View Tea Room to resume service. We still don't have a reopening date for either venue, so I recommend following the 
Disney Parks Blog on social media. Previous restaurant openings have all been announced here, and it's the best official source for breaking Disney Parks news. I'll be watching and hoping right along with you!
In the meantime, I'm happy to offer some alternatives to these experiences that are currently available. 
The Grand Floridian Cafe services a delicious breakfast I've really been enjoying recently. Pair the Avocado Toast with a specialty hot beverage, and it will 
almost feel like you're enjoying high tea. 
For me, the highlight at 1900 Park Fare was always the characters. From Cinderella's wicked stepsisters giving us a hard time to Mary Poppins sweetly asking about our vacation, the interaction was a delight. During their break from the restaurant, Drizella and Anastasia can usually be found flitting around Fantasyland in 
Magic Kingdom Park, and Mary Poppins can sometimes be spotted in 
EPCOT's United Kingdom. If you're looking for elegant character dining albeit with a different set of Disney pals, these days I enjoy Breakfast a la Art with Mickey & Friends at 
Topolino's Terrace - Flavors of the Riviera.
