Annual Passes, the Walt Disney World Resort website states the following: "All information—including, without limitation, blockout dates, good-to-go days and park reservation availability—is subject to change without notice or liability." One thing I know about the Christmas season is that it's a popular time to visit a Disney Theme Park, so I would not be surprised by blockout dates during the holidays. I'm so sorry that your expectations weren't met, and I hope that your son found another date to visit with his friends.
