You are correct, of course. In the past, Guests for Mickey's Not-So-Scary Halloween Party have been granted entrance to Magic Kingdom Park as early as 4:00 p.m. However, since the official start of the party isn't until 7:00 p.m., there is absolutely no guarantee you will be allowed to enter the party that early again this year. The time designated for Guests with party tickets to enter Magic Kingdom Park is a decision made nightly. Cast Members will direct party Guests to a special queue and begin providing them with exclusive party wristbands. This happens just prior to when they start letting Guests inside the park.
The above being said, and with a little faith, trust and pixie dust, I hope you will be allowed to go inside Magic Kingdom Park at the earlier entry time mentioned above (or thereabouts).
