    Are the park tickets included in the quick service dining plan?

    Park tickets are not included in any of the dining plans, Michele.  It's quite the reverse, actually; you must purchase your park tickets as part of a vacation package in order to be eligible for the dining plan.  Does that make sense?  In other words, you must purchase a vacation package (through Disney) that includes both resort accommodations and theme park tickets in order to be eligible to purchase the dining plan.  Call 407-WDW-STAY for a quote and details.  I hope that clears things up for you!
