Hello Moms panel, We are planning a trip to WDW for January 16th and staying on site. Any idea why so many tours are not yet available to book?

Hello Donna and thanks for bringing such an important question to the Disney Parks Moms Panel.
Being an avid planner myself I can certainly understand any frustrations you may have at not being able to secure the exact tour you'd like to enjoy during your stay at Walt Disney World Resort on January 16th 2016.
So many experiences at Walt Disney World Resort are subject to change, therefore it is really rather tricky for me to gauge as to why some tours are presently unavailable to book.
My best advice for you is to keep trying to secure the particular tour you wish to participate in via My Disney Experience or by speaking with a helpful Cast Member on the Tours, Recreation and Cirque du Soleil La Nouba Reservations telephone number contained within this Walt Disney World Phone Directory link; after all, you just never know when a window will open and a little Disney magic will happen! Or, how about simply choosing another tour or experience purely as a back-up plan which can be cancelled if necessary?
I'm quite sure whatever happens you'll enjoy a magical visit to Walt Disney World Resort this coming January making memories which will last an entire lifetime.
    Have a great Disney day.
