I double-checked with a Cast Member about your question, and a 16-year-old can accompany a child under 16 to Mickey's Not-So-Scary Halloween Party. There is no requirement for a child to be accompanied by someone 18 or older to enter the event with a valid ticket. Disney's policy only requires that Guests under 14 be accompanied by someone 14 or older.
Here’s a tip to make the most of your night, Hannah: Arrive early! Even though the party officially starts later, the event ticket allows Guests to enter Magic Kingdom Park as early as 4:00 p.m., offering bonus park time before the Halloween fun begins.
