Guests are advised to book in-park dining at the park where they have a
Disney Park Pass reservation. You can still book a
Candlelight Processional Dining Package and enter EPCOT later in the day since you have tickets with Park Hopper Option, but please note that Park Hopper availability is subject to change. Unfortunately, dining reservations do not guarantee access to a park.
The holidays are one of the busiest times of the year at the Walt Disney World Resort, so I recommend making a Disney Park Pass reservation for EPCOT if attending the Candlelight Processional is important to you. I ended up making new theme park reservations after booking a Candlelight Processional Dining Package to be sure I will not miss the performance!
