The current California Resident ticket offer is scheduled to end on May 21st. Because you are looking to visit next year, I recommend checking the
Offers and Discounts page regularly for any new offers. If a new offer becomes available, I recommend purchasing theme park tickets separately for your Washington and California family members. You may find that you have to provide the funds to your Californian members, as a CA billing address is typically required to complete the purchase of those tickets.
If your goal is for the tickets to be a gift or a surprise, you can still achieve that by sending a
Disney Gift Card that is the total cost of the park tickets. They can be delivered via mail or email, and there are plenty of designs to allow you to add a personal touch. Once they receive the gift card, that family can purchase their tickets with the proper details. Please let them know that they should have their CA address on their MyDisney account, and to bring their California ID to present at the park entrance.
