Hi Diana! Yes, you are seeing what is correct now. Disney has out-sourced the valet services so these are the people who will help with the luggage out of the car for you. It is then passed on to the Bell Stand cast members to bring to your room once you have checked in. I do tip both as they do a service for me but you are not required to tip anyone at any time during your stay. If they do something special for you then it is nice to reward them for that. You can also split the cost of the tip between the two to keep it within your budget. Nothing is easy when traveling and tipping is always a big question.
