If I am not a U.S. citizen and I live outside the U.S. Would the site allow me to make reservation or purchase tickets? Also how will I redeem the magic bands?

Hello Nataly and thanks for bringing your question to the Disney Parks Moms Panel.
I'm unsure as to where in the world you call home, but I can tell you that I'm a British citizen, residing in the United Kingdom and I'm absolutely able to make my families Walt Disney World Resort reservations, purchase Disney Theme Park Tickets and much more through the Walt Disney Travel Company.
In my own experience when I type Walt Disney World Resort into my computers search bar I am automatically directed to the UK specific Disney site - perhaps this tip might work for you too?!
Although all Guests staying in a Walt Disney World owned and run Resort can order and personalise their MagicBands via My Disney Experience only Guests who have postal addresses within the United States of America currently can have their MagicBands mailed to them; all other Guests (like me) pick up MagicBands upon Resort check-in.
If I can help sprinkle a little more pixie dust onto your upcoming Walt Disney World Resort trip please pop back to ask me another question.
    Have a great Disney day.
