If we are not staying at WDW can we still use Disney transportation to go from one of the parks to DD?

While you may not be a Disney resort guest, you are still a guest of Walt Disney World by visiting the parks and Downtown Disney.  You are more than welcome to use the transportation; however, there is not transportation from any of the parks to Downtown Disney.  To get to Downtown Disney, I'd recommend going to any of the Disney resorts and then transferring to a Downtown Disney bus.
