    We are not staying at a Disney Resort and are going to stop at Shades of Green to pick up military 4 day pass, can we get a dining package added to it, or when we get to gates at Disney can we add one to passes? We have 3 adults with a 3 and 2 yr old.

    I have good news and bad news, Kari.  The good news is that you will net a savings by making good use of the discounted military passes available to eligible guests.  The not so good news is that you will not be able to use the dining plan for this trip.  The reason for that is that the dining plan is only available for guests who purchase a vacation package that includes both accommodations at a Walt Disney World owned and operated resort hotel, and theme park admission tickets.  If you have your heart set on a dining plan, do keep that in mind for planning your next trip.  I hope you enjoy a magical vacation.
