You will need to purchase a separate ticket for the Halloween Party, as it is not included with regular theme park admission, nor is a regular theme park ticket "upgradeable" by paying any type of fee. The cost of the Mickey's Not-So-Scary Halloween Party tickets varies, depending on the day you will be attending.
