Do I need tickets to Epcot to dine at the Coral reef restaurant in the Nemo & friends pavilion?

    Yes!

Any time a guest enters a theme park's turnstile at Walt Disney World even if it's just to dine, admission to the park is required.

The only exception that I can think of is The Rainforest Cafe at the Animal Kingdom as it has a separate entrance (in addition to the in-park entrance) before the turnstiles.
