Based on your question, you know that Florida Residents can purchase Theme Park tickets at the
Florida Resident rate for Guests under 18 as long as they can provide
proof of residency at the time of activation. Unfortunately, these Theme Park tickets must be activated in person at the Theme Parks or through Guest Relations at Disney Springs. Since you mentioned your mother-in-law could not activate the tickets in person, she could not gift Florida Resident Theme Park Tickets. If she still wants to give your children Theme Park tickets, I recommend having her purchase
Disney Gift Cards for the price of the tickets. Then you could use those Disney Gift Cards to purchase 2-day Theme Park tickets and save your mother-in-law a trip to Walt Disney World. The tickets would not be at the Florida Resident rate, but since your mother-in-law is not able to activate them in person, this is the next best option.
