California Resident tickets do have very specific eligibility requirements. To both purchase and use those tickets, each guest must be a California resident with a valid California ID from an eligible ZIP code range of 90000 through 96199. Because of that requirement, your mother-in-law would not be able to purchase those California Resident tickets on behalf of non-resident family members.
That said, what a beautiful opportunity this could be to bring everyone together for a shared Disneyland adventure. Disneyland Resort is the perfect place for multi-generational memories, whether that is watching little ones see
