Even during the winter months, Blizzard Beach and Typhoon Lagoon are open unless they are closed for scheduled maintenance or due to extreme weather conditions. Typically, they will close one of the water parks during the winter months for maintenance for a couple of months and then switch and close the other. I haven't heard anything about the upcoming maintenance schedules for the end of this year and currently the online calendar is showing both of the water parks open during October.
The average high temperature in October is around 85 degrees Fahrenheit and lows around 65 degrees. The average rainfall is around 2.5 inches. Keep in mind these are averages. Thunderstorms are not nearly as common as they are in the spring and summer months but they are not completely unheard of either. I recommend checking the Orlando 10-day forecast before your trip so you can be prepared.
