I have a son with several different types of special needs and I totally understand how stressful some situations can be at the parks.
The Disability Access Service (DAS) Card is only available at Guest Relations at the four theme parks. The Cast Members at Guest Relations take the photos with an iPad or an iPad mini so they can come around to Guests and take the photos quickly. Some Guests don't even realize that they are having their picture taken. Your daughter won't even have to pose for the picture. This really makes it easy for those Guests who don't quite understand or like to have their photos taken.
You know your daughter better than anyone. Maybe you don't have to discuss having the picture taken with your daughter so she doesn't obsess about it. Go into Guest Relations by yourself first and have your daughter wait with a family member just outside the door. Explain the situation that your daughter will become upset by having her picture taken so you don't want to discuss it in front of her and then have your family member bring her in. Its very possible that one Cast Member can take the picture while you or another Cast Member distracts her. If you see that is not going to work, they will find a solution for you.
