Florida Resident tickets are one of those areas where the rules are very specific and it's much better to know ahead of time than run into problems at the entrance.
The most important thing to know is that your mom cannot purchase Florida Resident tickets for your children unless your children themselves are also Florida Residents. Florida Resident offers are only valid for Florida Residents, including minors, and
Walt Disney World does verify eligibility. Because of that, your mom would only be able to purchase and use a Florida Resident ticket for herself unless the rest of the ticket holders also qualify.
That being said, she absolutely can purchase regular full-price tickets for the rest of your family if you'd like everything connected together under one account for planning purposes. There is no issue at all with one person purchasing standard tickets for everyone in the party. In fact, many families do exactly that so all the reservations, tickets, and plans stay organized in one place within My Disney Experience.
I just really want to gently emphasize how important it is to make sure the correct ticket type is selected for each person. Disney takes Florida Resident verification very seriously, and I would hate for your family to experience any issues at the gate after arriving excited for your first park day.
As long as your mom purchases her own Florida Resident ticket (or uses her
Annual Pass) and then regular tickets for everyone else who does not qualify, you'll be perfectly fine and everything can still be linked together easily in the app.
