My mom, niece who will be 7 1/2 years old and my daughter who will be 21 months old will be going to Disney World over spring break. It will be the girls' first time going to Disney World. Can you please recommend some activities that both girls can enjoy?

Wow, girls week!!  There are many activities they can do together.  The biggest challenge will be balancing with your daughter and your niece.  When our boys were little, and the girls were 5, 7, 8 we at times had to divide and conquer.  A stroller is a must, I would recommend one that can recline, for naptime.  Everyone can ride the majority of attractions.  Your little one will be able to sit beside you in Dumbo's Flying Adventure, while your niece can sit with your mom.  The same is true of most of the parks, there are exceptions where height is required for guest safety, but overall, there is much all can do.  Be sure to locate the Baby Centers in each of the parks.
