Thanks for sending your question to the Disney Parks Moms Panel! As a Florida Resident, this is probably the biggest question I get from my out of state family. Unfortunately, only Florida Residents can use the Florida Resident tickets (with the exception of minor children). Your mom can technically make the purchase, however you will not be able to activate the tickets. You see when you purchase the adult tickets, each adult will be required to present a valid Florida Drivers License or Florida ID Card or
provide proof of Florida Residency, regardless of who purchases the tickets. If they are linked to your MagicBands, you will not be able to enter a park until you provide the valid proof of Florida Residency. Minors do not have to provide proof of residency, so if any of your kids are under the age of 18, then your mom can pick up their tickets. I recently purchased a ticket for my husband and although I was able to pay for it, the ticket was not active until we arrived at Epcot and provided his Florida ID at the ticket window. I wish it could be different, but at this time, the discounted tickets are limited strictly to Florida Residents. Hope this helps!
