ECV and
wheelchair availability in the morning at the Magic Kingdom should be plentiful upon your arrival.
With a 2 pm arrival to Epcot, it 's hard to determine if a wheelchair or ECV will be available for you that day. It just depends on the demand for the day. Typically, there are enough available throughout the day. Considering that you are visiting during a holiday, the need may be greater.
To ease your mind and lower the stress of wondering if one will be available, I would suggest renting one through a local vendor in the Orlando area that will deliver it to your hotel. This rental will guarantee that you have it all day or for the entire length of your visit. You just pick it up from the lobby area and return it there before your departure. That way traveling from the complimentary transportation system, such as the buses and Monorail will not be too difficult, and you won't have to worry about the availability of one at the other theme park.
We rent a stroller from an area vendor and keep it for our entire vacation. This allows the guest to remain comfortable throughout the parks and back to our resort room or car.
