I am so sorry to hear about your mother-in-law's recent diagnosis. Caring for parents who are battling serious health issues is a challenge on many levels. You sound like a wonderful daughter-in-law to be planning a
Walt Disney World Resort vacation and researching accommodations for her. The
Disability Access Service (DAS Pass) is for guests who are unable to wait in a queue for an extended period of time. It is typically reserved for guests with developmental disorders. It provides a return time for the guest and three members of their party to experience the attraction later. I encourage you to read the information on the website. There are frequently asked questions, and you can scroll down to see the button where you will request a live video chat with a Cast Member, if you choose to do so. Ultimately, they make the decision about who is eligible for the pass.
If you think mobility or stamina will be an issue, consider
renting a wheelchair or mobility scooter (ECV). They are available at all four theme parks, both water parks, and Disney Springs. Nearly all attraction queues can accommodate them. You can see a list
here that details which attractions she can experience without transferring out of the chair. Others may ask her to transfer to a ride vehicle. You will find Cast Members to be very helpful!
Lightning Lane Multi-Passes are an option, but they are an additional charge, of course. You could purchase them for the parks where guests tend to get the most use from them:
Magic Kingdom Park and
Disney's Hollywood Studios. You could also consider just getting Lightning Lane Single-Passes for the very popular attractions that maintain the longest wait times. You know your family best.

Capture Your Moment. It is a 20-minute private photo session with a
PhotoPass Photographer for up to eight guests, currently available in all four theme parks. Images can be purchased individually, but if you have
Memory Maker (which I highly recommend), your photos are available at no additional cost! My family has done this and always been happy with the results. The experience itself is a lot of fun, and it would provide you with photos to cherish for years to come.
