You are correct that typically everyone who sits at the table needs to be included in a
dining reservation even if they aren't eating, are under three so they are free, or even if they're too young to eat solid foods. However, I have good news about the
Plaza Inn Lunch Package with Reserved Viewing for the Main Street Electrical Parade which is that this is one of a handful of reservations where it's okay that your tiny Mouseketeers under the age of three are left off the reservation. The meal that is included with this booking is served Quick-Service style with open-seating. So there will be no problem pulling up more chairs to this reservation vs. a buffet or table-service meal where you're pre-booked into a table that would have held your booked group perfectly but possibly unable to accommodate two extra guests. Another positive is that you can even buy a regular kids meal or even bring food in from somewhere else for these two littles.
But the best proof that I have that these two don't need to be included in your meal count for
this Main Street Electrical Parade Dining Package is that there isn't even an option to include, book, or buy a child's meal for those under the age of 3 for this reservation. This tells me that when you check in for your meal, you'll want to tell the Host that you have an additional two under two with you. The host will either include two additional lanyards for your
sweet babes to enter the reserved parade seating with your party, or they'll be able to be brought in with the rest of your crew the same way you carried/strolled/walked them into the parks that day.
