Walt Disney World Property Rules do not have any policies about foldable mobility scooters. Guests are to fold strollers when using Disney bus transportation, so I think it's safe to assume that you can do the same with your ECV. As a mom of six, I have taken my share of double strollers onto Disney buses, many of them quite bulky. It will be up to the Cast Member, of course, but I wouldn't expect a problem.
Entering the theme parks may be a bit different. Since these are new devices, many Security Cast Members may not be familiar with them. My suggestion would be to ride the scooter to security, so that they can see it is, in fact, a mobility scooter, and not a folded chair or recreational device.
