    How long do you think we should spend at WDW if we want to go to all four theme parks and both water parks? Which park should we go to first? Our kids are ages thirteen and nine.

    You're bound to love it so much, you might as well plan on moving in.  If that's not feasible (oh c'mon, mom!), I'd aim for a visit between ten and twelve days in length, especially taking into account the desire/need to include some down time when your family can just explore without worrying about any schedule. My family has spent as few as seven days to as many as fourteen days at WDW.  In our experience one week is just not quite long enough while two weeks was plenty of time.  Since your children are teen/tween age I can honestly say that it probably won't make a huge difference which park you visit first.  I would base my itinerary more on convenience and park schedules.  Have a great trip!
