Hi Maureen! Welcome to planDisney! I'm so glad you found us to ask these great questions.

The fanfare of the Disney100 Celebration began in January and is planned to last all year. However, holiday decorations and related special events will transform the theme parks, the Disneyland Resort Hotels, and the Downtown Disney District during the holiday seasons. Halloween Time at the Disneyland Resort begins on September 1st and will last through October 31st. If you hope to enjoy Disney100 Décor and special offerings that are part of the Disney100 Celebration, such as Wondrous Journeys, I recommend planning a visit before September 1st. If you want to experience both the Disney100 Celebration and the spooky season, you could plan a visit that overlaps the end of August and the beginning of September.
