Thanks for sending your question to the Disney Parks Moms Panel! As a Floridian and a mom of three, I am happy to assist you with this question! I want to say yes, they can go with someone else, however there are a few things to consider if you are not going to be present. First, remember that when a Florida Resident purchases discounted tickets, in order to activate them, they need to provide
proof of residency either online or upon arrival in order to activate all tickets including the child tickets. Minors do not have to provide proof of residency. Also, keep in mind that upon entering the parks, the minor child must tap in at the touch points. If there are any issues with the ticket, (especially if it is a ticket purchased on the annual pass payment plan), the Florida Resident must be present to resolve the issue with Guest Services. I mention this because it happened to me with my niece. I took her to the Magic Kingdom and she had a Florida Resident Annual Pass, however there were issues with it and since I was not the adult who purchased it on the payment plan, Guest Services couldn't speak to me about the ticket. I ended up purchasing a new ticket for her.
